NSPCC figures
show people across Merseyside wait at least a month to report child
abuse
THE NSPCC are launching a
new campaign, 'Don't wait until you're certain,' which urges
the public not to ignore that niggling doubt about a child's safety,
as concerning new figures show most people wait at least a month
before picking up the phone.
In the last 6 months, 1,129 people from the North West contacted the
NSPCC with concerns about a child that were considered so serious
they warranted immediate action; 213 of which were from across
Merseyside. Of those callers from the North West, 28.1% had waited
at least a month with an additional 25.5% waiting more than 6.
The figures come as an exciting new viral campaign, made by Skins
and Billy Elliot director Amanda Boyle, is launched in partnership
with parents' website Netmums. The viral, which mimics a well-known
online meme but carries a serious message, will be seeded on
YouTube, Netmums, Twitter and Facebook, where supporters will be
able to donate their Facebook status to the campaign for a week. The
NSPCC will also be holding a twelve hour 'day in the life of
the helpline' event on Twitter, with live updates and interviews from
8am until 8pm.
Amanda Boyle, who held castings for the film with 5 to 7 year olds,
said:- "It has been a privilege to work on such an important
campaign, which highlights the very real danger of keeping concerns
about a child's safety to yourself. It's a thought provoking viral
film which we hope will engage members of the public and encourage
them to contact the NSPCC. The message is simple: If you're worried
about a child, need advice or want to talk, don't wait until you're
certain."
TV presenter Kate Garraway said:- "Very few people would walk
by if they saw a child in danger, and most people who suspect abuse
do intend to do something. But sadly many wait far too long. They
may not be sure, may not want to interfere, or may worry that
someone will find out who reported it. But they needn't worry. The
NSPCC's trained counsellors are available 24/7 to listen to the
public's concerns, and people don't have to say who they are. We can
take responsibility so they don't have to."
In 2011, a record number of almost 45,000 people across the UK
contacted the NSPCC worried about a child. A caller from the North
West contacted the helpline after several weeks of worrying about a
child. The caller said:- "I don't know what to do. I didn't
realise it was as bad as it is. He is being physically and
emotionally abused by his mother's partner. He has been witnessing
domestic violence and his parents both use cocaine".
Psychologist Dr Linda Papadopoulous said:- "We know that 1 in
5 children experience severe maltreatment at some point in their
childhood. The impact of abuse can be profound, and the longer it
continues the greater the risk of long-term physical and emotional
damage. This new figures highlight the reality that children are
suffering because adults are waiting too long to report their
concerns. We are hopeful that this digital campaign will further
break down the barriers that prevent people from contacting the
NSPCC, and in doing so will help protect more children."
Siobhan Freegard, co-founder of the Netmums website, said:-
"This campaign is particularly relevant to our audience as mums come
into contact with other parents and children all the time, and are
therefore likely to come across situations where they feel concerned
but aren't sure if they are witnessing signs of abuse. We also know
that women are twice as likely to contact the NSPCC as men with
their concerns."

Contractors
Invited to Bid for Exhibition Centre Liverpool
MOVES to develop a
world-class exhibition and events complex on Liverpool's waterfront
have taken a significant step forward.
Notices have been published seeking a contractor for the £40m
development next to ACC Liverpool, home to BT Convention Centre and
Echo Arena, at Kings Dock with an investor partner also being sought
for a planned 200 bed 4 or 5 star hotel.
The notices have been published in the Official Journal of the
European Union following agreement being reached with the Homes and
Community Agency (HCA) for the transfer of the land at Kings Dock.
► It is anticipated that a contractor will be appointed by September,
with works starting in autumn 2013 and the exhibition centre due for
completion late 2014.
► In its first year of operation, Exhibition Centre Liverpool is
expected to host about 50 events and attract some 250,000 visitors.
►
It is estimated that the exhibition and event programme will support
1,300 jobs in the wider economy and contribute in the region of £40m
per year in economic benefit to the Merseyside area.
► The 8,100 square metre exhibition centre will be used to stage both
trade and consumer exhibitions, as well as large scale national and
international conferences with attached exhibitions, large scale
banquets and concerts for up to 10,000 people standing.

It will also be directly connected to the existing facilities at ACC
Liverpool via a covered link to BT Convention Centre, making the
venue the only purpose-built interconnected arena, convention centre
and exhibition centre in the UK.
Funding for the development is set to be raised through borrowing,
supported directly from the revenue generated by the centre, so that
the development will be at no cost to tax-payers. It will be wholly
owned by Liverpool City Council and managed by the existing ACC
Liverpool team.
"Exhibition Centre Liverpool will add a whole new dimension to
the waterfront. ACC Liverpool has been a major
success story. Not only has it brought the top names in
entertainment and major conferences to the city, it has also
injected hundreds of millions of pounds into our economy. This
development will build on this fantastic achievement. It means the
city will be able to attract major exhibitions providing a massive
boost for local businesses. Liverpool is on its way to being a top
destination for exhibitions, events and conferences." said Councillor Joe Anderson, Liverpool
City Council leader.
Bob Prattey, Chief Executive of ACC Liverpool, said:- "Seeking
a contractor is the next step in the development of Exhibition
Centre Liverpool and we look forward to the opportunity of sharing
this journey.
ACC Liverpool will become the only purpose-built interconnected
arena, convention centre and exhibition facility in the UK so this
is a sizeable project for us and for the city, all of which will
enhance the waterfront. The development, with its flexibility,
interconnectivity with our existing facilities and progressive
technology, will ensure that Liverpool continues to move towards
becoming one of Europe's leading destinations for large-scale
conferences, exhibitions and events."
