Do you live within Formby or Little Altcar and had a referendum poling care, but don't know what it's about?

PEOPLE living within Formby and Little Altcar have a very important question to consider when, on Thursday, 10 October 2019, a referendum will be held for residents within the Formby Parish Council and Little Altcar Parish Council. Most people who are eligible to take part have receive a polling card which will include details of where to vote, but many of them appear to be unsure of what the vote is actually for and why it's important.

On Thursday, 10 October 2019, residents who are eligible will be asked a simple question on the ballot paper:- "Do you want Sefton Metropolitan Borough Council to use the Neighbourhood Plan for Formby and Little Altcar to help it decide planning applications within the neighbourhood area?"

If you don't know what the 'Neighbourhood Plan' is about, sadly you are not alone...

Back in March 2013, Formby Parish Council and Little Altcar Parish Council submitted an application to Sefton council to enable the area to become designated as a Neighbourhood Plan area. Following a public consultation on the proposed designation area by Sefton Council, Formby and Altcar Parish Councils were determined to work jointly to prepare a Neighbourhood Plan for the whole of the Formby and Little Altcar area.

Formby and Little Altcar Parish Council's application was approved by Sefton MBC in September 2013, following a public consultation. The award of "Designated Area Status" which means we now have the legal authority to produce a Neighbourhood Development Plan

So what is a Neighbourhood Plan? In short it's a "shared vision" of the area in question, in this case, Formby and Little Altcar. Yes, this is very confusing, as it has to address National requirements, like provision of 30% of new dwellings on all developments of 15 or more dwellings, should be affordable, or commonly known as:- "starter homes." A provision, we are told, that is strongly supported within the area. So what will it let us do that we could not do already?

Neighbourhood Planning was introduced in the Localism Act 2011. It provides a powerful set of tools for local people to shape development in their community. The Local Plan sets out priorities identified by local people, that covers:- meeting needs, economic growth, regeneration, infrastructure, protecting the environment. For example, how we support renewable energy infrastructure, flood policies, the impact a development will have on the local communities amenities and other aspects, such as checking that the development will keep the local area’s character intact. But unlike the Sefton Planning applications, these will be set by Parish Councillors. Once adopted, Neighbourhood Plans form part of Sefton's development plan. They are used to help determine planning applications in the area they cover alongside the Sefton Local Plan (2017) and Waste Local Plan (2013) But critics of the plan will point out that for that very reason it could make planning applications very problematic in the future. Others think it will give back the power to the local community.

So why is this important? How you vote might just be key to the success or failure of the area. Well, if you care about your area, the way it looks and how it will develop in the future, then please do take a look and consider your vote carefully.

A draft master plan has proposals to improve the appeal of Liverpool's world famous Mathew Street

A master plan aimed at transforming the epicentre of Liverpool's musical heritage is set to go out to public consultation in late October 2019. A draft Spatial Regeneration Framework (SRF) for the area around Mathew Street; home of the world famous music venues the Cavern Club and Eric's; goes before Liverpool City Council's Cabinet, on Friday, 11 October 2019.

Peter Hooton, Chair of The Beatles Legacy Group, said:- "There is a huge amount of untapped potential around the City's pivotal role in music, past, present and future, which is why it is vital we seize this opportunity to make the most of Mathew Street. "This is a unique story, of 1 street in a bustling port known for its entertainers which transformed the world of music and transformed society. We owe it to ourselves, to the visitors who flock here and for future generations who have yet to hear and fall in love with our music and musicians to make it the jewel in the crown of our visitor's experience."

The draft SRF, which also encompasses the adjacent Williamson Square area, contains a range of recommendations to help attract new investment and to enable the Council to steer the future use of existing buildings.

Joe Anderson, Mayor of Liverpool, who has also created a Beatles Legacy group, said:- "Liverpool's musical heritage is known around the world but we can and must do more to showcase it to visitors who travel thousands of miles from all corners of the globe because of it. This draft SRF is about enhancing and expanding what we already have, particularly around Mathew Street and making it fit into the wider master plans that are going to take the City Centre to the next level over the coming decades. This is a unique opportunity to establish an experience no other City can offer, with high quality design which will sustain thousands of jobs for generations to come. I welcome these proposals and look forward to the public's thoughts and feedback."

The document is being created to address a recent tourism report that called for the City to curate a clearer proposition around Liverpool's pivotal role in the story of popular and contemporary music. Although the City's music heritage industry; which is centred around The Beatles; is now worth more than ₤90m a year, a tourism report has found visitors are increasingly looking for a quality experiential visit.

Fiona Gibson, Interim Chief Executive of Liverpool Everyman and Playhouse Theatres, said:- "The Playhouse has stood on Williamson Square for over 100 years and the history of both are inextricably linked. It's our home, and we want our home to be a fun and welcoming place; a space for people to linger, be creative, enjoy; a destination for socialising and celebrating the rich tapestry that is Liverpool's cultural heritage. This will only happen if the Playhouse square feels alive. We see this draft SRF as a tremendous opportunity to bring theatre and its power to inspire inside and outside of our doors, spilling out onto the square and its surrounding areas; being a stage in its own right, where the people can tell tales of Liverpool, and create their own stories for the City's next vibrant chapter."

On approval, the Cavern Quarter / Williamson Square draft SRF will go out to a 5 week consultation containing a series of public events for people to examine the recommendations in detail and provide their feedback.

Bill Addy, chief executive of Liverpool BID Company, which represents the interests of 1,500 businesses in Liverpool City Centre across 2 BID (Business Improvement District) areas; and chair of the Liverpool Visitor Economy Network (LVEN), said:- "We have to keep pushing the envelope to improve the visitor offer further, setting us apart from our competitors internationally be it New Orleans, Memphis or Nashville, and presenting an experience that is befitting of Liverpool's incredible musical heritage and our place in the world as a pop culture epicentre and the birthplace of The Beatles. Speaking on behalf of our BID levy paying businesses, I know that there is a real appetite among the private sector to work with the City Council to maximise the positive changes and opportunities this SRF will bring to these key areas in the City Centre for the benefit of visitors, residents and employees."

The draft SRF makes a number of recommendations across 3 specific zones:-

Cavern Quarter...

► Enhance the area's daytime offer and resist proposals for further bars and nightclubs.

► Re-purposing upper floors and specific support for music related businesses.

► Enhance the quality and mix of attractions related to the City's music, culture and heritage to promote a multi offer experience to visitors.

► Upgrade gateways into the Cavern Quarter.

► Activate key nodes within the quarter, which offer opportunities for events and public art.

► Restore and enhance the character of the area including improving street furniture and building facades.

► Animate blank walls and surfaces as part of a wider art and digital strategy.

Whitechapel...

► Enhance the approach to Williamson Square and the Cavern Quarter via a mix of new public art, trees, lighting, balanced street principles and improved wayfinding.

► Strategy to celebrate and interpret the street as the original:- "Pool of Liverpool."

Williamson Square...

► Re-design the square to include flexible performance space and enhanced public realm including seating and planting.

► Refurbishment or redevelopment of the St Johns extension building to improve the Northern elevation of the square.

► Consider re-development of Dawson Street site if the taxi rank can be successfully relocated.

► Enhance the Playhouse's presence on the square; spill out areas, programme of events.

► Activate the façade of the vacant Marks and Spencer building.

The draft SRF suggests creating Stakeholder Boards to assist in delivering a programme of events and activities and states that funding could come from a variety of sources be it via:- Section 106, City Region grants and the European funded Urban GreenUP programme.

Following a review of all the representations received, a final version of the SRF will be presented back to Cabinet for final approval. At that point the SRF will be used to guide the determination of all future planning applications within the area.

The draft SRF was created by a team led by regeneration experts team P-IE (Planit Intelligent Environments). The team included:- Arup (Planners); Fourth Street Consulting (Destination Development and Economics); GVA (Property); Dave Pichilingi (Music History and event planning) and Rob Burns (Heritage).

It's worth noting that Liverpool City Council has also recently produced and endorsed an SRF for the Ten Streets Creativity District and is currently in the midst of refining further SRF's for the Upper Central area of the City Centre, as as well as the expansion of the Baltic Triangle and the Commercial District.
