New Local Plan set to be adopted after being judged:- 'sound'

LIVERPOOL'S Local Plan, setting out how the City will meet the challenges of a growing population, regenerating neighbourhoods and employment needs over the next decade, is set to be formally adopted. Following a 6 week public consultation in the summer, an independent planning inspector has concluded that; subject to a number of modifications; the plan is:- 'sound.' This means it complies with all necessary legal requirements, meets the future development needs of Liverpool and is justified, effective and consistent with national policy.

The document contains 100 detailed policies to manage the sustainable development of the City, protect parks and open spaces, builds on work to protect the City's heritage and ensure high quality development and place making and also includes:- a new policy for guiding and managing development in the City Centre.

Mayor of Liverpool, Joanne Anderson, said:- "The Local Plan gives us a strong foundation on which to deliver our vision of improved communities, dealing with climate change and giving everyone an equal footing in life. It is a fundamental part of our work to improve the quality and type of new developments, to rebalance the relationship between cars, pedestrians and bikes on our road network, meet our net zero carbon commitment and embed social value in every decision we make. An important part of our work will be talking to landowners, developers and partner organisations to make sure they understand the new policy requirements in the Local Plan, and deliver positive outcomes on the ground for Liverpool's communities."

It also responds to climate change with policies ensuring energy efficient buildings, sustainable and active travel, enhanced green infrastructure, managing flood risk and minimising and mitigating pollution.

Key to Liverpool's Local Plan is to focus future development on brownfield land and allow for regeneration projects and job creation in the City's main employment areas.

It also enshrines a new robust process to control the number of conversions of properties into houses of multiple occupation (HMO's).

The Council will aim to use the Local Plan to support its recently published City Plan, which is focused on delivering a post Pandemic recovery that delivers benefits for people from all walks of life.

The Local Plan and City Plan embody the Mayor's and Cabinet triple lock commitment to better environmental, social and equality standards.

The Local Plan will also enforce various area based master plans in the:- Baltic Triangle, Ten Streets, the Commercial District, the Cavern Quarter and the Upper Central area of the City Centre.

A Tall Buildings Supplementary Planning Document (SPD); which includes:- a revised policy taking into account the sensitivity of key views, and a Public Realm Strategy SPD will be brought forward to supplement the plan.

If the Local Plan is approved by Cabinet, on Friday, 7 January 2021, it will then be considered by all Councillors at a meeting, on Wednesday, 26 January 2022.

Provided the process and procedure followed in developing the plan is not challenged during a subsequent 6 week judicial review period, it will then replace the existing Unitary Development Plan 2002 on all planning matters.

Councillor Sarah Doyle, Cabinet member for Development and Housing, said:- "The Local Plan determines how we will make Liverpool a healthier and more prosperous city that meet the needs of a changing population. It is the biggest change in the Council's planning policy for 20 years and also directly acknowledges the importance of measuring social value in what we do and; crucially; who we work with. It reflects the type of homes and jobs we need as a city to improve community wellbeing, what type of high street we shop in and how we maximise the benefits from our parks and green spaces."

The Local Plan is the key, statutory planning and development policy each Local Authority is obliged to produce.
It will shape Liverpool's development needs until 2033 by:-

Setting out how nearly 35,000 new homes will be provided to meet the needs of a growing population.

Providing 145 hectares of land to provide for business and jobs growth.

Protecting open space and the natural and historic environment.

Promoting better quality new homes that are wheelchair accessible, meeting residents needs throughout their lifetime.

Increasing the supply of affordable homes.

Managing the over concentration of developments such as hot food takeaways and homes in multiple occupation (HMO's).


Predictions for 2022

THE start of a new year is always interesting to hear peoples predictions on what will happen as we look into the future. As 2021 was dominated by Covid19, with only a few events at the very end of the year, on Merseyside breaking what was in all intensive purposes a year to forget. As there's no denying that 2022 will been another challenging year we have decided to put our presentations down for 2022. Plus we added a few of yours....

We have to start with Nostradamus' predictions for 2022... The most interesting of his is that the:- 'US Dollar Will Collapse. '  Yet, that might not become reality, but with all this strange weather we are having, another prediction he made, that:- "a huge Hurricane in France in 2022" just might well come true... 

Talking about France, as it takes over EU presidency as national election looms we expect Brexit issues to hat up. This will definitely impact Liverpool and other ports around the UK. It could also lead to a huge political shift in the UK when it comes to Europe. As Brexit issues rumble on, we expect people in most of the UK seeing the move to breakaway as a very bad mistake. We also expect more volatile protests, like those that France has got use to.

Immigration and the environment will feature heavily in the news, with them becoming the most dominant conversations by December, after the effects of Covid19 start to decline. The effects of climate change will become even more apparent, so expect more flooding events in 2022 across the UK as well as more severe storms.

Expect Covid Burnout to become the biggest concern Sadly, it is a given and don't require a crystal ball, that Covid19 will remain a massive problem in 2021, but light is at the end of the tunnel.. According to WHO, the Omicron might be the last variant of concern, but only if everyone puts sensible controls in place. But expect more protests from anti Vaccination groups and anti restriction groups, that will impede the measures put in place and risk getting the virus under control. Adding to the confusion over how we are dealing with preventative measures within the UK, is the latest guidance over testing for adults and anyone in England who receives a positive lateral flow device (LFD) test results. The change will come into force in England next week and across the rest of the UK within days will mean we should still report positive results and must self isolate immediately, but those tasting positive will not need to take a follow up PCR test. This is because rapid tests are highly accurate, the UK Health Security Agency said. Yet, currently Staff at Pharmacies are reporting they face a wave of abuse from frustrated customers who are still unable to get their hands on free lateral flow tests, due to a supply shortage of the swab tests.

This move and the move to make Key workers in the UK take a lateral flow test every working day in an effort to catch Covid infections, plus mandatory testing every 72 hours for those in education . This move will only increase pressure on supply of LFD, and some experts are warming that it might lead to false data being logged, as it temps people to loose positive results. Another issue of moving to relying on LFD is that as PCRs are sent away for sequencing, there might be a loss of information that helps the UK health departments to identify any new variants. So it is very portable we will see lots of texting issues in 2022.

On health, 2022 NHS and social care, but digital technology for the UK's heath services, with problems ahead over Covid19 passports to protection against more hacking issues.

In general, expect more shortages of technology dependent devices, plus expect to start hearing more about Y2038, aka 'The Year 2038 problem' that is regarded to become the next problem. It is. similar to the the 'Millennium Bug' aka 'the Y2K problem,' in that the Year 2038 is predicted to crash 32 bit operating systems, due to them having insufficient number of bits (digits) chosen to represent time.

On the electrical front, we might see an argument with electrical suppliers and petrol stations. If this happens, it might affect the role out of provision of charge points, across the UK. Chip shortages will continue to be a major problem.

Liverpool will become more important again, due to its US links, as long as the Dollar don't Collapse. But on a serious note, the new developments of film and media businesses in the area, along with the digital firms will definitely make the Liverpool an important player again, combined with it's port.

On a local side, Jill from Formby has told us:- "Expect mote problems with flooding, due to the new building developments and more trees lost to both building work and storms."

James Johnson, who works in Crosby told us:- "This years Queen's Platinum Jubilee will bring with it extra bank holidays could mean you might get 62 days off work in 2022 by only using 26 days of annual leave.... But this added bouns might come at a cost, as staff shortages are all ready heavily affecting health care, production and business in general."

Andy Johnson says:- "I think we will have a fantastic opportunity to redevelop our community this year, with lots of opportunities to use the networks developed through the 2021 lockdowns. So, expect to see lots of new and interesting groups being set up to support our village."

Colin, a business owner in Southport has said:- "I think we will see problems with getting staff this year, due to rising costs and stigma attached to working in both shops and hospitality. This, plus lack of support for local business by Government might see a massive collapse of small business in our seaside town."

Peter Biley said:- "Liverpool will finish in the top 3, but Manchester City will finish 1st in the Premior Leauge."
