Late Night Levy under review by Liverpool City Council

LIVERPOOL City Council has launched a consultation on the future of the Late Night Levy. The levy was introduced in April 2017 and is paid by holders of premises licences or club premises certificates serving drinks from:- 00.00hrs, until:- 06.00hrs, on 1 or more days in a year.

The consultation follows a decision by the Council's Licensing and Gambling Committee in November 2021 to seek views on whether or not the late night levy should continue, or if amendments should be made.

2 categories of premises are currently exempt under the existing scheme set by the Council. They are:-

Those only authorised to supply alcohol for consumption on the premises between:- 00.00 and 06.00 hours, on New Year's Day

Those that are part of a Business Improvement District and pay a levy (large parts of the City Centre)

The results of the consultation, which is non statutory, will help to inform any formal proposal to cease or vary the levy from April 2023. Any decision will then be subject to a further statutory consultation process prior to a final decision being made.

The consultation has started and runs until 28 October 2022, and is being managed independently by Night Time Economy Solutions Ltd, on behalf of Liverpool City Council.

They will seek opinions from:- stakeholders, the trade, residents associations, charities, responsible authorities, local Councillors and MPs.

Chair of the Licensing and Gambling Committee, Cllr Christine Banks, said:- "It is now 5 years since the Late Night Levy was introduced and we believe it is appropriate to take another look at it to see if any changes should be made. We are really interested in hearing what everyone with an interest in this issue has to say, and would encourage them to take part in the consultation to help inform the discussion."

Spooktacular Halloween fun arrives at Liverpool ONE this October!

LIVERPOOL ONE is set to bring spooks and scares to visitors this Halloween as it prepares to welcome all kinds of wicked witches, scary spiders and creepy delights! The retail and leisure destination will stage a special Halloween Party, on Sunday, 30 October 2022, from 12pm until 5pm, with families of all ages encouraged to join in the packed schedule of activities and don their very best fancy dress for the chance to win prizes. Local drumming favourites Katumba will lead a special Halloween Parade with the scary participants of the fancy dress contest being invited to join and show off their look to the crowds along the way. Hosting the frightfully fun filled extravaganza will be Radio City, with giant spider puppet Arachnobot parading through the crowds. Other performances include:- 'Uncle Doom' and his Organ of Gloom, promising to bring all our favourite eerie tunes to Liverpool ONE, while magical and mystical giant living trees Treemendous Treants will be sure to mesmerise crowds. Completing the line up will be Slavic fairy tale witch Baba Yaga, who will tell your fortune in exchange for a day of your life... But be careful she doesn't try to eat you!



A newly installed spooky gazebo by Poppy Belle Florals on South John Street will serve as the perfect Halloween backdrop for visitors in the run up to the scariest time of the year. And, joining in on the scary fun will be a series of shops, bars and restaurants across Liverpool ONE showcasing exclusive treats and offers in time for ½ Term.

Donna Howitt, Place Strategy Director at Liverpool ONE, said:- "Halloween is always a major part of our events calendar at Liverpool ONE; we absolutely love seeing families of all ages turn out in their fancy dress as they get into the spirit and join in the fun. This year, we're thrilled to see the return of Arachnobot, as well as welcoming a whole host of other performers and activities. Bringing people together is something we're incredibly passionate about and what better way to do this than with a fun filled day of Halloween activities."
