Merseyside Police have 2 nominees for the National Police Bravery Awards

  

2 Merseyside Police Officers who apprehended drug dealers; who then ran over 1 of the Officers in their car; have been nominated for the National Police Bravery Awards 2023.

On 17 May 2022, PC Dan Parr and PC Steph Catterall were on mobile patrol in St Helens when a member of the public reported 2 men acting suspiciously and discarding a bag nearby.

The Officers recovered a large holdall containing a significant amount of cash and a quantity of drugs. They were provided with a description of a suspicious vehicle that had been seen in the area and, following a search, they identified a vehicle matching the description and stopped it. The Officers approached the vehicle and spoke to the occupants, who were evasive.

As the Officers attempted to search the vehicle, the driver pressed the ignition and began to drive off. PC Parr attempted to prevent them, but was dragged along by the vehicle and pulled underneath the wheelbase. This caused him serious injury and he was left in excruciating pain.

The vehicle made off and PC Catterall provided immediate 1st aid to PC Parr while providing clear communications through her radio of PC Parr's condition and a description of the vehicle. This allowed Police colleagues to attend swiftly to assist PC Parr, preserve evidence and apprehend the offenders.

The vehicle was located a short distance away and, after a foot pursuit, the two offenders were detained and arrested.

PC Carr's injuries were so serious that the ambulance service was unable to move him for over an hour. They eventually took him to hospital where he was operated on for a dislocated right shoulder; he also suffered a broken wrist and soft tissue damage to his leg. PC Catterall also sustained injuries to her shoulder in the incident.

A large amount of cash and drugs were subsequently recovered from the offenders, the vehicle and their home addresses. The case went to trial and the offenders received immediate custodial sentences of 4 years for possession of cocaine and cannabis with intent to supply and 2½ years for causing serious injury by dangerous driving.

PC Parr described in his victim impact statement how he felt his head banging on the floor and the van being driven over his legs, leaving him fear he would never walk again.

Merseyside Police Federation Chairman Tony Fairclough said:- "Dan and Steph are an absolute credit to the force. Their bravery and commitment in this incident are incredible. Despite PC Parr's severe injuries, PC Catterall kept calm and gave her colleagues the information they needed to apprehend the offenders."

The Police Bravery Awards are this week and are sponsored by Police Mutual.

 


Damien Moore MP invites applications to £1 million Government fund for community defibrillators

FOLLOWING on from a report in last weeks edition, Southport's Member

Parliament, Damien Moore, is inviting community organisations in Southport to bid for funding to install a defibrillator in their local area, after constituents have written to him to express their strong support for this additional protection in our community.

The Department for Health and Social Care is inviting interested organisations to register expressions of interest for its £1 million Community Automated External Defibrillators (AED) Fund, aimed at increasing the number of AEDs in public places where they are most needed and help save lives.

The funding is part of the Government's drive to equip the health system with the right technology to ease pressures, reduce backlogs and cut waiting lists, and to improve public access to care when they need it. An estimated 1,000 new defibrillators are to be provided by the fund.

As part of the grant award, applicants will be asked to demonstrate that defibrillators will be placed in areas where they are most needed, such as places with high footfall, vulnerable people, rural areas, or due to the nature of activity at the site.

Examples could include town halls, community centres, local shops, post offices and local parks, to ensure that defibrillators are evenly spread throughout communities and easily accessible if someone is experiencing an unexpected cardiac arrest.

This news comes as the Conservative Government has also committed to ensuring that every School has at least one automated external defibrillator, with 20,000 defibrillators delivered to almost 18,000 state funded Schools by the end of the 2022/23 academic year.

Damien Moore, Member of Parliament for Southport, said:- "The use of a defibrillator within three minutes of cardiac arrest can improve a patient's chance of survival by up to 70%. That is why I join the Government in encouraging local organisations submit an application to this fund, in order to provide this vital protection and peace of mind for members of our community. I have written to my constituents who have previously contacted me on this topic, and my office remains open to assist any organisation or individual who requires further information on this funding and application process."

Secretary of State for Health and Social Care, Steve Barclay MP, said:- "We know, through inspiring stories of ordinary people, being kept alive thanks to the swift use of a defibrillator in public, that these extraordinary devices must be accessible to all. I urge any organisation that may benefit from a defibrillator; whether you're a sports club, local theatre or community hall; to register your interest for this fund so that we can get more of this life-saving technology placed around England"

Minister of State for Care, Helen Whately MP, said:- "When a friend, family member, neighbour or even a total stranger is experiencing cardiac arrest, the quick use of a defibrillator in an easy to reach place can be the lifeline that keeps them with us. If you run a space in your community that could benefit from one, please register your interest for our £1 million grant, and join our drive to widen the availability of this incredible technology."

Professor Sir Stephen Powis, National Medical Director for NHS England said:- "When someone goes into cardiac arrest it's crucial that they are given effective CPR and quick defibrillation to restart their heart. This new fund is a great opportunity for grassroots organisations to ensure that their community has access to lifesaving equipment in their moment of need. As the NHS turns 75, we will continue to adopt new technology and promote access to innovations, such as Automated External Defibrillator, which can improve care and treatment for patients and help save lives."

Cllr James Jamieson, Chairman of the Local Government Association said:- "Councils are working hard to install new defibrillators where they are needed the most, such as in parks and community spaces as well providing funding for local organisations to do the same. This new funding will help to support this vital effort, helping to potentially save the lives of thousands of people across the country."
