Capital & Centric submits transformational plans for The Littlewoods Project TV and film campus in Liverpool

PLANS for the Littlewoods Project; a TV and film campus incorporating Liverpool's former Littlewoods building; have been submitted by social impact developers Capital & Centric.

The team are working with Liverpool City Council as freeholder of the site and Liverpool City Region Combined Authority as funder. A detailed planning application has been lodged with Liverpool City Council, with new images of what the project will look like when complete revealed.

The plans include the restoration and repurposing of the 1930s Edge Lane building, with a working clock reinstated on the iconic tower.

As well as 2 new 20,000sq.ft. studios for big budget productions on the adjoining land, the plans also feature spaces for offices, workshops, studio support facilities and an education facility. Tenants and visitors will also be able to take in spectacular views across the City from a new roof garden.

There are also plans to make the building more accessible to surrounding communities. The former canteen which was housed in a barrel vaulted hangar is to be transformed into a multi-purpose screening and performance zone, which will be for the use of occupiers on site, and then open up to the public out of hours. It'll feature 5 small format cinema screens, an outdoor performance space and permanent foodhall.

Capital & Centric also want to make the site, derelict for decades, greener and welcoming for locals. Plans include a lush, green courtyard which will be open to the community, as well as extensive greenery and landscaping that will pay homage to local screen stars past and present.

Elsewhere, a new public link between the site and Wavertree Park is planned. This is outside of the planning application but is a shared vision by Liverpool City Council and Capital&Centric to improve access and connectivity. The teams will work collaboratively to secure the relevant consents to enable its delivery and future maintenance.

The Liverpool City Region Combined Authority has committed up to £17m to develop The Depot; 2 22,000 sq ft film and TV studios now open off Liverpool's Edge Lane and managed by Liverpool Film Office; and larger studios in the adjacent Littlewoods building as part of Mayor Steve Rotheram's vision to turn the City Region into the:- 'Hollywood of the North.'

It's anticipated that the Littlewoods development will create around 4000 fulltime equivalent jobs in the Region's creative sector.

The submission follows an extensive consultation earlier this summer, with the feedback overwhelmingly positive with people keen to see a new chapter for the historic building secured.

John Moffat, Joint Managing Director of Capital&Centric, said:- "From the Batman to Taylor Swift, Liverpool's stellar reputation as having every ingredient to make shoots a possibility has drawn big stars and production companies here. The Littlewoods Project is all about doubling-down on the City being a compelling home for the sector, providing a missing piece of the jigsaw with more indoor studio space and vital support facilities. People have known for some time that the site is down to become a TV and film destination, but it's a massive step forward to work up the detailed plans and show people what we've got in store for this iconic site. We listened to the feedback from our consultation and have made sure the Littlewoods Project won't just be buzzing with those working in the creative industries, but will also open up to the community. We've done that with the lush gardens and the screening & performance space, where people will, for the 1st time in the site's history, be able to visit and hang out."

Steve Rotheram, Mayor of the Liverpool City Region , said:- "The Liverpool City Region has a longstanding role as the country's cultural capital and the development of the Littlewoods building is central to ensuring that we remain there. Establishing ourselves as an international hub for film and TV with world class facilities will be a really important string to our bow. We have become a magnet for film and TV productions from around the world in recent years; making us the UK's most filmed location outside of London. But I want to take our Region to the next level, to stake our claim as the:- 'Hollywood of the North.' The £17m we're investing into both Littlewoods and The Depot will be central in turning that ambition into a reality; helping us to cater for every stage of the production process and creating new jobs and training opportunities for local people."


Merseyside charities encouraged to safeguard donations and resources during fraud awareness week

WITH Charity Fraud Awareness Week taking place between:- 27 November and 1 December 2023, Ansvar, a leading specialist insurer for the charity, not for profit and faith sectors, is raising awareness about how organisations across Merseyside can be proactive to protect their assets, reputation, and beneficiaries.

The week serves as a vital initiative to promote understanding about the serious issue of fraud within the charitable sector. From deceptive grant applications to cyber attacks, and individuals posing as suppliers with ill intentions, fraudulent activities can severely impact resources and reputations.

Sam Ward, Risk & Compliance Consultant at Ansvar, commented:- "Charities and not for profit organisations play a crucial role in our society and must protect themselves against the nefarious tactics of fraudsters. Preventing charity fraud is not only about protecting financial assets but also maintains the crucial trust needed for the ongoing support of the public and donors. Charity Fraud Awareness Week serves as a timely reminder to be vigilant and take proactive steps to preserve valuable resources. We are supporting the work it does to raise awareness and highlight good practice. By providing practical information, we can help charitable organisations protect their assets and continue to make a difference."

Ansvar's key strategies that charities and not for profit organisations can implement to help protect themselves against fraud are:-

  • Protect assets = Safeguarding physical cash and securing online transactions are paramount. Be aware of the risks in terms of financial transactions and implement strong internal controls to mitigate those risks.
     

  • Screen personnel = Ensure the right people are on board, from employees to suppliers. Implement comprehensive vetting procedures for staff and suppliers to identify potential risks.
     

  • Train staff = Educate staff about the tell tale signs of fraud, such as common spelling errors in communication, unusual communication tones, or unexpected urgent requests from unknown sources.
     

  • Regularly assess risks = Conduct risk assessments to identify vulnerable areas within an organisation. Knowing where potential risks lie allows charities to implement safeguards and allocate responsibilities appropriately. Multiple individuals should oversee high risk areas, such as finances, to create a robust system of checks and balances. Ansvar's online risk assessment guide for charities may help.

Have adequate insurance = Having the right insurance is crucial. Ensure a policy covers the specific risks an organisation faces and be aware of any exclusions. Cyber-attacks are also a growing concern for charitable organisations. The increasing sophistication of cyber threats makes it challenging to differentiate between legitimate and malicious communications, especially without proper training and processes in place. Charities must invest in cybersecurity measures to protect sensitive data and maintain the trust of their donors.

Sam Ward underscores the importance of these measures:- "Fraud, including cyber attacks, is a very real threat. Charity Fraud Awareness Week is a reminder for charities to fortify their defences against deceptive activities, and we are encouraging charitable and not for profit organisations to take proactive measures to protect themselves.
