Further rail reform could fund a fare freeze, new research shows

RMT has published new research showing that a national fare freeze could be funded through further rail reform with passengers facing yet another above inflation fare hike of 4.6% on . The Union's analysis reveals that even after the Government's welcome plans to bring train operations into public ownership, at least £630 million a year is still being drained from the railway through outsourced track, train, and station contracts, as well as rolling stock leasing firms.

RMT General Secretary Mick Lynch said:- "We have strongly supported he Government's proposals for a publicly owned Great British Railways, and we now want to work with Ministers to build on this good start, developing a plan that could fund a fare freeze for passengers. Bringing outsourced rail contracts, including:- cleaning, catering, and track renewals back in house as they expire, and taking action on the profiteering of rolling stock leasing companies, could save £630 million a year, enough to fully fund a fare freeze. Reversing three decades of failed rail privatisation will not happen overnight, but if we want our railways to drive economic growth and cut carbon emissions, we must begin phasing out the costly and inefficient outsourcing of jobs for private profit."

RMT estimates that the profits of outsourcing firms who contract to provide cleaning, catering and security on the railway amount to around £125 million a year. Outsourcing costs are included in:- 'other costs' of train operating companies in the ORR's financial data. In 2024 other costs were £2.8 billion. Assuming, conservatively outsourcing contracts account for just 50% of these other costs, that would mean that outsourcing costs would be £1.4 billion across the sector. Outsourcing firms typically make a gross profit of around 9% on their contracts, meaning that profit leakage would be £126 million.

Share your views on policing and community safety with Merseyside PCC

MERSEYSIDE'S Police Commissioner is inviting residents to share their views and feedback with her at her next monthly surgery in North Sefton.

Emily Spurrell launched the monthly advice surgeries in 2022 as part of her commitment to giving local people a greater voice on policing, crime and community safety issues in Merseyside.

The sessions enable Emily to meet residents from across the Region face-to-face and in confidence to listen to their views on how we can build a stronger, safer Merseyside and respond to any questions or concerns they have about the performance or oversight of Merseyside Police.

The Commissioner and her team will work with residents to identify the best route for their enquiry and discuss any action that can be taken or supported by her office.

The next PCC surgery will take place between:- 9am and 11am, on:- Wednesday, 12 March 2025, and appointments must be booked in advance.

Over the year, the Commissioner will hold two sessions in accessible venues in each local authority area, as well as 2 virtual sessions, to ensure people living across Merseyside have access to appointments.

Merseyside's Police Commissioner Emily Spurrell said:- "I'm committed to being a strong voice on behalf of people across our fantastic Region, ensuring their views are at the heart of my work, as well as local policing and community safety. These regular advice surgeries are a great way to hear directly from local communities about any views or concerns they have and are a key way I can ensure I am as accessible as possible to residents of Merseyside. I would encourage anyone with views or concerns about policing, crime and community safety across our Region to get in touch and book a slot at one of these monthly surgeries. I want to hear your views and ensure your voice is heard on local issues. These surgeries are just part of the wider work that I'm undertaking to raise awareness of the role of PCC and make sure I'm alive to the views and opinions of local people."

Representing the views of residents is a key responsibility of the Commissioner and an important part of monitoring Merseyside Police's performance and holding the Chief Constable to account.

The surgeries will help the Commissioner to identify themes or trends in public opinion, which will help to influence her scrutiny of the Chief Constable and inform future decisions, including the commissioning of services, projects and campaigns.

While the Commissioner is unable to intervene in operational matters, she welcomes your feedback on how the Region is Policed and how we can work together to build a stronger, safer Merseyside.

How it works...

Surgeries are by appointment only, to ensure that the issues being raised relate to policing, crime or community safety, and to ensure the PCC is fully briefed on the issue prior to the meeting.

Please note, the PCC will not be able to consider complaints about Police Officers, member of Police staff, Police community support Officers or special constables, as this is a matter for Merseyside Police.

Residents are invited to request a 15 minute appointment by contacting the PCC's office with their name, contact information and what they would like to discuss during the meeting, by:-

  • Calling = (0151) 777 5155

  • Emailing = Info@MerseysidePCC.Info

  • Writing to:-

Office of the Police and Crime Commissioner
    Mather Avenue Training Centre
    Mather Avenue
    Liverpool
    L18 9TG

Surgery slots are limited and work on a 1st come, 1st served basis. We cannot guarantee a slot for everyone. If a session is full, you will be given the details of alternative sessions, including:- the PCC's virtual sessions. We also ask that if you cannot make your pre-booked appointment slot, please give 48 hours notice so we may offer your booking to another resident.

Future surgeries:-

  • Monday, 7 April; evening; Wirral

  • Tuesday, 13 May; afternoon; St Helens

  • Wednesday, 11 June; afternoon; Virtual
