Liverpool City Region joins high level trade mission to China

LIVERPOOL City Region's £11bn of investment opportunities are to be showcased on a Government-led trade mission to China, which started on:- Monday, 17 March 2025.

Deputy Mayor Cllr Mike Wharton is joining other UK Regional leaders on the week long visit to 3 major Chinese Cities; Shenzhen, Chongqing and Chengdu.

Organised by the Department for Business and Trade, the delegation will meet some of China's biggest companies as they target new opportunities for UK Regions and meet Chinese Regional politicians to make the case for increased trade and investment from China.

China is already Liverpool City Region's third largest goods export destination.

Cllr Mike Wharton, Deputy Mayor of the Liverpool City Region, said:- "As a great trading Region with the oldest Chinese community in Europe, our links with China are both deep and enduring. China is our third largest export destination for goods and, through our twinning with Shanghai, and extensive commercial and academic connections, including:- the Liverpool China Partnership, we are committed to strengthening that historic relationship. With £11bn of investment-ready projects, this mission is a vital opportunity for us to showcase the Liverpool City Region as an exceptional place to invest and do business, as we work to boost our local economy for the benefit of our residents.” 

Deputy Mayor Wharton is working to further deepen relationships with China and will be highlighting the City Region's £11bn pipeline of investment-ready projects, spanning life sciences, advanced manufacturing, digital, AI, and clean energy. 

The mission was part of the Liverpool City Region's drive to increase foreign direct investment by 25% by the end of the decade, to create more high quality jobs, better training opportunities, and stronger businesses. 

Liverpool is home to Europe's oldest Chinese community, which has been an important part of life in the City since the 1st Chinese immigrants arrived at its port in 1834.

The City has been twinned with Shanghai since 1999 and over the years, the Liverpool; Shanghai sister City relationship has facilitated partnerships across multiple sectors including:- ports, tourism, advanced manufacturing, life sciences, film, education, creative and digital, bringing tangible benefits for both Cities.

Liverpool City Region has also formed strategic partnerships with Chinese Cities including:- Kunming, Tianjin, Qingdao and Xian in specific areas.

The UK delegation includes:-representatives from the Liverpool City Region, West and East Midlands, London and Salford, visited:-

  • Shenzhen, a City of 18 million people, which is a global hub for advanced manufacturing with an economy worth $516.8bn.

  • Chengdu, a City of 20 million, which is a center for high-tech enterprises, machinery, and medicine.
     

  • Chongqing, in South West China, which is a major electric vehicle manufacturing hub and has a City area the size of Austria.


Liverpool powering ahead thanks to new char.gy electric vehicle chargers

LIVERPOOL City Council has appointed char.gy to install a network of 300 on street electric vehicle (EV) charge points; with the locations focused on streets with no off street parking.

The additional charge points are set to increase Liverpool City Council's existing network to 670.

char.gy is a leading EV charging provider, managing a network of over 3,600 public charge points across the UK.

Approximately 40% of UK households face challenges due to limited access to off street parking. On-street charging solutions overcome this issue by strategically installing charge points along residential streets, bringing convenient and affordable charging directly to drivers' doorsteps.

By investing in charging infrastructure, Liverpool City Council is looking to ensure EV adoption is possible for people wherever they live in the City; and help to make a big step towards achieving its carbon net zero target by 2030.

The new char.gy charge points, which will be installed directly into existing street lampposts, charge at a speed of up to 5kW and take just under 2 hours to install. They will all be powered by 100% renewable energy, backed by Renewable Energy Guarantees of Origin (REGOs).

The rollout is planned for key residential and commercial locations, allowing residents to easily charge hybrid and electric vehicles on the street where they live. The locations of the new chargers were selected following requests from residents who have no off-street parking options.

After Liverpool City Council declared a climate emergency in 2019, it unveiled its 2030 Net Zero Liverpool Action Plan which laid out a roadmap to tackle its carbon footprint.

One of the key aims of this plan, which also includes:- -s:- developing the City's cycling and walking infrastructure, was to reduce carbon emissions from transport in Liverpool.

Liverpool's goal is to make EV charging accessible for everyone, with a particular focus on residents who do not have access to private off-street parking and charging.

Cllr Dan Barrington, Liverpool City Council Cabinet Member for Transport and Connectivity, said:- "I'm delighted that we are providing even more on-street car charging for residents. This is a crucial hurdle to overcome in ensuring a just transition from fossil fuels to a net zero City. Not everyone has a private drive where they can install their own charging point. So, this increase in on-street chargers is a hugely significant infrastructure upgrade that will support the switch to EVs.”
